About the Author: Charlene Jackson is the President and CEO of Thompson Economic Development Services, LLC., an economic development consulting firm, whose anchor clients included the New York State Housing Trust Fund Corporation and the Entrepreneurship Assistance Programs at Hofstra University and Suffolk Community College.

She has been a practicing attorney for more than twenty-five years, twenty of which have been spent specializing in project development and management of federal, state and privately funded economic development programs, government compliance and training. Ms. Jackson developed a particular expertise in financing and development of workforce housing having been qualified by the U.S. Office of Housing and Urban Development as a Certified Specialist in the Regulations and Administration of the HOME Investment Partnership Program.

She’s served as a compliance, training and legal consultant for housing developers, small businesses, not-for-profits, special districts and government agencies. Ms. Jackson served as the Commissioner of the Incorporated Village of Hempstead’s Community Development Agency from 2018-2021. In that capacity, Ms. Jackson played a vital role in economic revitalization and creating opportunities for residents as well as business owners in one of Long Island’s most impacted communities.

Ms. Jackson is an Adjunct Professor of Law at Hofstra University and a New York Department of State Qualified Instructor for the real estate industry. She has developed and delivered several continuing education training modules focusing on HUD regulatory compliance and fair housing.

Ms. Jackson earned a B.S. from the College of William in Mary as well as a J.D., cum laude, from Howard University School of Law. She resides in Baldwin, New York and is the mother of three adult children.
